Overview
The Bid Manager leads the end-to-end bid process to secure Local Authority contracts for Warmer Homes and retrofit initiatives. They coordinate internal teams, manage timelines, ensure compliance, and shape competitive strategies.
The Role
Manage the entire bid lifecycle: opportunity identification → qualification → strategy → submission.
Lead kick-off meetings and develop bid plans, responsibilities and timelines.
Work with operations, delivery partners, finance and technical teams to shape solutions.
Oversee bid writing, reviews, risk assessments, and approval processes.
Ensure all bids are compliant, costed accurately, and aligned with programme requirements.
Monitor government funding updates and procurement cycles.
Manage relationships with Local Authorities during clarification stages.
Facilitate lessons learned sessions and improve bid processes.
About You
Proven experience managing bids in public-sector environments.
Strong understanding of retrofit, energy efficiency, or home-upgrade programmes.
Excellent project management and stakeholder-coordination skills.
Ability to develop commercial strategies and shape win themes.
Comfortable interpreting technical, financial and contractual information.
Excellent communication and leadership skills.
Desirable
- APMP Foundation or Practitioner qualification.
- Experience managing consortium or partner-led bids.
