Capital Projects Officer

The Capital Projects Officer will play a key role in supporting the successful delivery of the Trusts capital investment programme as part of the Our Future Hospitals (OFH) team. Working within a complex and highprofile environment, the post holder will support the planning, coordination and delivery of a wide range of capital projects, from early development through to construction, commissioning and handover. The role will involve close working with Project Managers, Cost Managers, clinical teams, external consultants and contractors to ensure that projects are delivered safely, compliantly, on time and within agreed budgets, in line with Trust policies, statutory requirements and NHS guidance. Key Responsibilities Capital Project Support and Delivery Support the delivery of a diverse portfolio of capital projects, including major new build, refurbishment and infrastructure schemes, ensuring effective coordination across all stages of the project lifecycle. Assist Project Managers and senior colleagues in managing project activities from concept through to commissioning and handover. Support the setup and mobilisation of projects delivered by appointed contractors and professional service providers. Governance, Compliance and Quality Support contract compliance across construction and professional services contracts, ensuring works are delivered in accordance with contractual arrangements, Trust policies and statutory requirements. Assist with monitoring contractor and consultant performance, including supporting KPI monitoring and quality assurance activity. Contribute to audits and reviews to ensure that robust systems, processes and competencies are in place and operating effectively across capital projects. Support compliance with health and safety, construction standards and governance requirements, maintaining appropriate records and evidence for inspection and audit purposes. Financial and Commercial Support Support the management of delegated capital budgets, including monitoring expenditure against approved budgets and approved business cases. Undertake invoice and payment verification for capital works and professional services, ensuring accuracy and compliance prior to authorisation. Maintain financial records and support reporting on capital spend across a multimillionpound programme. Procurement and Technical Documentation Support the preparation of briefs, technical specifications and tender documentation required for the procurement of works and services. Assist with tendering processes to ensure Trust policies, NHS guidance and statutory requirements are embedded within procurement documentation. Produce, maintain and coordinate technical documentation and management information, including reports, specifications, drawings, tender documentation and project records. Communication and Stakeholder Engagement Liaise effectively with a wide range of internal and external stakeholders, including clinical teams, estates colleagues, consultants, contractors and external agencies. Communicate complex and sensitive information clearly and professionally, both verbally and in writing, to support informed decisionmaking. Attend project meetings as required, supporting agenda preparation and producing accurate meeting notes, action logs and followup documentation. Foster positive and collaborative working relationships to support the efficient delivery of capital projects and programme objectives. Systems, Information and Continuous Improvement Maintain accurate project information across Trust systems and Common Data Environments, ensuring project records are complete, up to date and accessible. Support the ongoing review and improvement of capital project processes, procedures and ways of working within the Our Future Hospitals programme. Contribute to learning and service improvement activities, including sharing best practice with colleagues and supporting continuous improvement across the capital delivery function. Undertake any other duties commensurate with the role and banding as required to support the delivery of the programme.
